TL;DR
  • Jacobs Solutions chosen to lead engineering design of Bolivar Roads Gate System protecting Houston-Galveston from storm surge.
  • Jacobs emphasizes advanced digital modelling and coordination to ensure reliable gate operations while allowing maritime traffic.
  • Strong backlog, revenue growth, and PA Consulting acquisition bolster Jacobs’ capacity to deliver major resilience infrastructure programs.

Gulf Coast Gate project positions Jacobs as a resilience lead

Jacobs Solutions is selected to lead engineering design of the Bolivar Roads Gate System — dubbed "The Gate" — a central element of the Coastal Texas Project intended to shield the Houston-Galveston region from storm surge. The firm is working with the Gulf Coast Protection District, the U.S. Army Corps of Engineers and the Texas General Land Office to design sector gates that limit surge while allowing maritime traffic through Bolivar Roads, the narrow strait feeding Galveston Bay and the Houston Ship Channel.

The program is among the largest coastal storm-surge barrier efforts worldwide and is backed by nearly $1 billion in state funding. Jacobs says the barrier is projected to help protect more than six million residents, safeguard about $800 billion in regional assets and sustain operations along one of the world’s busiest energy corridors. The company emphasizes integration of advanced digital modelling and operational planning to deliver long-term reliability and to coordinate gate operations with shipping needs.

Jacobs frames the assignment as a generational infrastructure and resilience investment that leverages its global experience on complex surge barriers, including work on Maeslant Barrier and New Orleans’ IHNC Surge Barrier. Executive Vice President Eva Wood describes the project as advancing Gulf Coast resilience, reducing recovery costs, protecting jobs tied to port and industrial activity, and preserving sensitive habitats. Jacobs also highlights the program’s alignment with statewide resilience goals and equitable community recovery objectives.

Robust backlog and sector diversification reinforce delivery capacity

Jacobs posts a strong fiscal first quarter as revenue growth and backlog expansion give the firm capacity to execute large infrastructure programmes. The company reports gross revenue of $3.3 billion and adjusted net revenue of $2.3 billion, with backlog improving to $26.3 billion and a Q1 book-to-bill of 2.0x, driven by work in Life Sciences, Data Centres, Semiconductors, Water and Transportation.

Strategic moves support the asset-lifecycle strategy

Jacobs is acquiring the remaining stake in PA Consulting to realise its asset-lifecycle strategy after PA delivers 16% revenue growth year-on-year, and the firm increases share repurchases and raises its quarterly dividend. Management says the combination of financial strength, disciplined M&A and sector diversification positions Jacobs to sustain delivery on large resilience and infrastructure programmes such as The Gate.
