Jacobs to lead design of Bolivar Roads "The Gate"
Jacobs is selected by the Gulf Coast Protection District to lead the engineering design of a coastal storm surge barrier known as The Gate, part of the Coastal Texas Project that spans Bolivar Roads, the narrow strait between the Gulf of Mexico and Galveston Bay. The firm’s design work centres on advanced sector gates that are intended to limit storm surge while allowing maritime traffic, making the structure among the largest coastal barrier gate systems in the world. Officials say the completed system is expected to help protect more than six million residents, safeguard about $800 billion in regional assets and support operations along the Houston Ship Channel, a global energy corridor.
Engineering approach and operational planning
The Coastal Texas Project is a tripartite effort involving the Gulf Coast Protection District, the U.S. Army Corps of Engineers and the Texas General Land Office, and benefits from nearly $1 billion in state funding. Jacobs’ scope emphasizes integration of sector gate mechanics with digital modelling and operational planning to achieve long‑term reliability and rapid deployment during extreme weather. The company is framing the work as both an engineering challenge—balancing surge reduction with uninterrupted commercial navigation—and an operational one, developing tools and procedures for maintenance, testing and emergency response.
Resilience, economics and environmental protection
Jacobs’ executive vice president Eva Wood describes the program as a generational investment that leverages the firm’s global experience on complex surge barriers to enhance Gulf Coast resilience and keep commerce flowing. Beyond flood protection, the project aims to reduce storm damage risk, lower recovery costs and protect thousands of jobs tied to port and industrial activity. Planners also emphasise habitat preservation, seeking to limit impacts to wetlands and oyster reefs while maintaining maritime access.
Jacobs’ global surge barrier portfolio
Jacobs cites a track record of more than 1,000 resilience projects worldwide, including work on the Port of San Francisco Waterfront Resilience Program, the Netherlands’ Maeslant Barrier, London’s Thames Estuary TEAM 2100 programme and New Orleans’ Inner Harbor Navigation Canal Surge Barrier. The company says lessons from those programmes inform construction sequencing, gate technology selection and digital twin modelling for The Gate.

Project leaders say the programme aligns with statewide resilience goals and supports equitable community recovery efforts by prioritising long‑term operational readiness and economic continuity for the broader Gulf Coast region. Continued progress on design and planning is expected to shape construction timing and the integration of environmental and navigation safeguards.
