San Dieguito project puts Jacobs at center of LOSSAN capacity upgrades
San Diego — Jacobs is selected by the San Diego Association of Governments (SANDAG) to manage construction of the San Dieguito Lagoon Double Track and Special Events Platform, a project aimed at easing a major bottleneck on the Los Angeles–San Diego–San Luis Obispo (LOSSAN) Corridor. The corridor is Southern California’s only continuous rail link and handles more than 150 passenger trains daily, making the initiative a priority for regional mobility and resilience.
The scope of work covers 2.1 miles of track improvements, including a new double track between Solana Beach and the Del Mar fairgrounds to eliminate a recurring choke point, and a special events platform to reduce congestion and improve access during large gatherings. Jacobs is also replacing the century‑old San Dieguito Lagoon bridge to strengthen climate resiliency and performing upgrades to turnouts, signals, communications and drainage to boost operational efficiency.
Jacobs Executive Vice President Eva Wood says the project strengthens the only rail connection between San Diego and the rest of Southern California, enabling more reliable service, reducing delays and supporting a cleaner, more connected transport network. The firm’s delivery role spans project management and construction oversight, with a focus on sequencing works to limit disruptions on one of the nation’s busiest passenger corridors.
Jacobs’ transportation experience underpins the selection. Ranked No. 2 in Transportation by Engineering News‑Record, the company delivers road, rail, sea and underground systems and has recent involvement in high‑profile urban rail programmes such as New York’s Grand Central Madison and London’s Elizabeth Line.
