PPL frames transparency push after Shapiro budget speech

ALLENTOWN, Pa., Feb 3 (Reuters) — PPL Corporation and its subsidiary PPL Electric Utilities are reinforcing a push for greater transparency and affordability in Pennsylvania energy policy following Governor Josh Shapiro’s Budget Address, saying they are taking concrete steps to curb rising costs for customers.

Rate-review transparency becomes centrepiece at PPL

PPL is pressing for expanded ratemaking transparency as it works through a pending rate review, backing full rate reviews, independent management audits, regular operational reporting and quarterly earnings disclosures to give regulators and customers clearer information. The company says these measures will improve accountability and is actively negotiating with intervening parties to explore a possible settlement in the current proceeding while advocating clearer public explanations of any settlement terms. PPL frames this as consistent with a decade-long emphasis on cost control and reliability investments.

The utility is also targeting specific bill drivers as part of the transparency push, noting that supply costs form the largest component of customer bills and arguing that clearer disclosure will reduce confusion and potential harm. PPL tells officials it has identified fees that could be revised or eliminated to lower bills, and it has shared proposals with the governor’s office to address so-called “junk” fees. Management stresses that better public reporting and independent reviews will make rate outcomes easier for consumers and policymakers to evaluate.

PPL presents the transparency agenda as a platform for collaboration with regulators and consumer advocates, pledging ongoing monitoring of market practices, fee structures and affordability metrics to measure progress for Pennsylvania ratepayers. The company portrays its stance as both a response to short-term cost pressures and a continuation of long-term grid and customer program investments intended to bolster reliability.

Retail market reforms and protections

PPL Energy highlights alleged retail market abuses that it says cost its residential customers more than $60 million in 2025, and it endorses reforms to protect shoppers from expensive or deceptive offers, arguing enforcement, clearer information and education are essential.

Support for vulnerable customers and network investment

PPL reiterates commitment to protecting low-income households, maintaining service during financial hardship and continuing customer protections adopted under Chapter 14 despite the law’s December 2024 expiry, and says it supports reinstating those protections while continuing to invest in grid improvements and customer programs.
