Tax refunds point to brighter spring at Costco
JPMorgan says Costco Wholesale is poised to capture the biggest retail boost from last July's federal tax overhaul as tax filing season begins and many taxpayers expect larger refunds. The bank, led by Christopher Horvers, argues that because the IRS leaves 2025 withholding tables unchanged, a sizable portion of the law's benefit is flowing into refunds for the 2025 tax year, creating a concentrated spring uplift for retailers. JPMorgan calls this effect a "spring tax stimulus" that disproportionately rewards retailers with more affluent, nationally spread memberships.
Analysts point to Costco's membership mix and merchandise assortment as the key drivers that let it convert refunds into outsized household spending. Numerator card-level and basket data cited by JPMorgan show that Costco skews toward mid-to-high-income shoppers and carries a heavier assortment of big-ticket and higher-margin general merchandise than rivals such as BJ's Wholesale and Walmart's Sam's Club, which have greater low-end exposure. As refunds arrive, the analysis says members are more likely to spend on large appliances, electronics and premium goods at Costco, lifting sales per household more than at other warehouse clubs.
JPMorgan also models a broader industry impact, estimating that last year's tax changes could add more than 1% to core retail sales in 2026, with a concentrated impact during refund season. The bank uses geographic footprint and regional income mixes to argue Costco will outperform both national club peers and general merchandise retailers during the concentrated refund-driven spending window. Numerator's shopper insights underpin the thesis by showing higher average ticket sizes and a larger share of discretionary big-ticket purchases in Costco baskets.
Operationally, Costco's scale and membership model position it to absorb a surge in higher-ticket transactions without major inventory or staffing disruption, analysts say. The company's purchasing terms, limited SKU strategy and high inventory turns favor timely promotions and quick shelf turnover when demand spikes.
Industry watchers note risks: timing of refunds, variable household behavior, and regional differences in refund sizes could mute the effect in some markets. Still, JPMorgan's view highlights how tax policy and withholding decisions can create seasonal demand shocks that benefit retailers with wealthier customer bases and broad national reach, such as Costco.
