Leadership change tightens VNET’s financial controls
BEIJING, Feb 13 (Reuters) — VNET Group appoints Peter Zhihua Zhang as Senior Vice President, Operational Finance, in a move that tightens the company’s financial controls and elevates its compliance oversight across U.S. and domestic reporting frameworks.
Operational Finance Overhaul Aims at Governance and Growth
VNET designates Zhang to oversee all financial operations and gives him authority to review and approve the company’s financial statements and related SEC and Nasdaq filings, positioning him as the principal accounting officer under U.S. federal securities laws and exchange rules. The appointment centralizes approval responsibility for reporting and compliance at a time when the company is managing cross-border disclosure obligations and growing operational complexity.
The company says Zhang’s institutional knowledge — having joined VNET in 2019 to lead accounting, taxation and compliance — will strengthen strategic execution. Executive Chairperson and interim CEO Josh Sheng Chen frames the promotion as part of a broader practice of developing internal talent and expects Zhang’s experience in establishing financial systems across business units to improve operational compliance and support steady growth.
Zhang is already leading VNET’s domestic debt financing initiatives and its strategic partnership with Microsoft, roles that the company signals will be reinforced by his expanded remit. Elevated finance leadership is intended to sharpen VNET’s capital planning and risk management as it scales data center capacity and services to enterprise and government clients across China.

Zhang brings prior senior finance experience at technology, media and telecom firms and major consumer and electronics groups, having served as chief financial officer at a TMT enterprise, finance director at Anta Group and in finance roles at Lenovo and TDK. He holds a CMA (USA), a bachelor’s in accounting from Jilin University and an MBA from Renmin University of China.
VNET, a leading carrier- and cloud-neutral internet data center services provider in China, operates in more than 30 cities and serves over 7,000 enterprise and government customers. The company provides hosting, IDC, cloud and business VPN services that enable customers to colocate equipment and connect to China’s internet backbone, and it emphasizes reliability, security and speed in its infrastructure offerings.
