IBM issues global RFP to modernize education-to-work pathways with AI

International Business Machines (IBM) announces a global request for proposals (RFP) to recruit nonprofit, government and academic partners for the next cohort of its IBM Impact Accelerator, aiming to co-develop AI-driven solutions that help people learn more effectively, navigate career transitions and access jobs. The program seeks projects that apply AI to systemic challenges in teaching, learning and workforce preparation and targets practical, scalable pilots that can be adopted by education and workforce institutions worldwide.

Scaling AI-driven teaching, assessment and career systems

IBM frames the initiative around a widening gap between what people learn and what employers need as artificial intelligence reshapes work. New research from the IBM Institute for Business Value finds 67% of executives say job roles are becoming shorter-lived and 57% expect most current employee skills to be obsolete by 2030; Pearson estimates slow or unclear transitions between education and work cost the U.S. economy about $1.1 trillion annually. IBM says the RFP responds to those pressures by prioritizing interventions that reduce skills mismatches and smooth transitions from learning to employment.

The RFP calls for projects that include AI-enabled teaching and assessment tools, personalized learning and career-guidance assistants, data platforms that connect learners to real opportunities, and simulation or governance environments to help educators and policymakers test responsible AI practices and forecast education needs. “Education and workforce systems are under pressure to adapt faster than ever, but many lack the tools to do so,” says Justina Nixon‑Saintil, IBM vice president and chief impact officer, who adds the program looks for solutions that are practical and scalable across diverse institutions.

Support and technology on offer

Selected organizations receive a two-year, pro bono technology and implementation grant giving access to IBM technologies such as IBM watsonx, Granite AI models, IBM Cloud, IBM Quantum and Red Hat open‑source tools, plus support from IBM’s broader ecosystem. IBM positions the package as a way to bolster institutional data infrastructure, analytics and operational capacity so education and workforce providers can adopt AI responsibly and more rapidly.

Wider sector pressures and governance focus

IBM notes millions of learners are turning to online courses and certifications but many education and workforce institutions lack the data infrastructure and tools to adapt at the same pace, creating both opportunity and risk. The RFP therefore emphasizes not only technical pilots but governance, simulation and policy-testing environments to help shape responsible AI use in education and workforce planning.
