Taiwan’s Fabrication Anchor Holds Amid AI Surge
Ofcom chief executive Melanie Dawes says Taiwan remains the central hub of global semiconductor production even as the accelerating rollout of artificial intelligence intensifies demand for additional manufacturing elsewhere. Dawes warns that while AI is reshaping supply chains and prompting governments and firms to explore capacity expansion beyond the island, Taiwan’s established ecosystem of fabs, specialised suppliers and a skilled workforce gives it enduring advantages that are not easily replicated. She frames Taiwan as a long‑term anchor of semiconductor output rather than a location likely to be quickly supplanted.
Dawes points to the scale and sophistication of existing fabrication facilities and the concentration of expertise as reasons reshoring or rapid relocation of core production is unlikely. Leading foundries such as Taiwan Semiconductor Manufacturing Co and the dense network of upstream and downstream service providers create productivity and innovation benefits that new plants elsewhere cannot match overnight. She says rebalancing capacity is therefore a gradual, complex process that involves coordinated investment, regulatory alignment and the development of complementary regional clusters.
The Ofcom chief urges industry and policymakers to plan for complementary expansion rather than assuming Taiwan’s role will disappear, stressing that resilience and continuity of supply are paramount as AI drives new wafer and packaging demand. She calls for a focus on workforce training, research investment and clear regulatory frameworks to manage transitions responsibly, arguing that these steps enable diversified capacity to be built over time while preserving the efficiencies of Taiwan’s ecosystem.
Diversifying Capacity as Complement, Not Replacement
Dawes acknowledges global efforts to diversify semiconductor capacity to mitigate concentration risk, and she sees expansion in multiple jurisdictions as both necessary and feasible — but as a complement to, not a substitute for, Taiwan’s manufacturing base. New facilities are likely to serve regional demand and provide redundancy, while the most advanced nodes and complex production remain concentrated where talent and supply chains are densest.

Her assessment underscores a policy agenda that prioritises coordinated investment incentives, education and supply‑chain resilience, and suggests governments work together to encourage sustainable scaling. Industry leaders and national authorities are thus urged to pursue measured, cooperative strategies that support capacity growth worldwide without undermining the specialised clusters that have long anchored semiconductor innovation in Taiwan.
